The Universal Postal Union was founded in 1874 and is the world's second oldest international organization with headquarters in the Swiss city of Berne. The UPU is the main platform for collaboration amongst the postal sector actors, with its 192 Member States. It helps to guarantee an up-to-date product and service genuinely global network. The organization, therefore, fulfills its duty as consultant, mediator, and liaison officer and offers technical support when necessary. It establishes regulations for international postal exchanges and recommends stimulating development in the amount of mail, packages, and financial services and improving the quality of customer service. Any United Nations member nation may become a member of the UPU. Any non-Member State of the United Nations may become a member of the UPU as long as at least two-thirds of the Member States of the UPU accept its request. The UPU currently has 192 Member States. The UPU consists of four agencies: Congress, the Administration of the Council, the International Bureau, and the Operational Postal Council.
